Grand celebrations, floods cause scarcity of air tickets

VALC gets fourth ATR72-500

HCMC - Air tickets for flights between HCMC and Hanoi have become scarce as demand for air travel on this route is rising because of the ongoing 1,000th birthday festival of Thang Long-Hanoi and flooding impacts in central Vietnam.

Vietnam Airlines on Thursday started to increase flight frequencies between the two biggest cities of Vietnam, especially those from HCMC to Hanoi, where the grand celebrations are taking place until October 10. For this reason, the airline adds 13 flights to this route until Monday.

The national flag carrier operated two more flights from HCMC to Hanoi on Thursday, five on Friday, one on each of Saturday and Sunday, and four more services from Hanoi to HCMC on October 11.

Besides the millennial celebrations, Vietnam Airlines has decided to increase frequencies because flooding in certain parts of central Vietnam has impacted travel by road and rail in the region, pushing the demand for air travel higher.

Vietnam Airlines said that with the extra services, it operated 32 daily flights on average on the HCMC-Hanoi route until Monday and offered 8,860 seats a day to the market.

Jetstar Pacific will not increase flight frequencies on the HCMC-Hanoi route as this low-cost carrier cannot arrange its aircraft reasonably on the fact that the demand is much higher for air travel from HCMC to Hanoi than the opposite direction on the same days.

A Jetstar Pacific executive told the Daily on the phone on Thursday that it had sold out all the air tickets for its flights from HCMC to Hanoi until October 9, and the tickets for the services on October 10 are running out. Almost all the tickets for the flights on the opposite direction on Monday and Tuesday have been booked.

Jetstar Pacific operates 10 flights between HCMC and the capital city, using Airbus A320s with 180 seats and Boeing 737-400s with 168 seats. The country’s second largest airline now has one Airbus and five Boeing aircraft.

Air Mekong cannot give much help in the air ticket shortage as the start-up airline will launch services this Saturday, with around two flights for the HCMC-Hanoi route using Bombardier CRJ-900s configured with 90 Deluxe and Economy-class seats.

The private airline is expected to receive an air operator certificate (AOC) from the Civil Aviation Administration of Vietnam in Phu Quoc Airport in the Mekong Delta province of Kien Giang on Friday, and announce its maiden services on Saturday.

Initially, Air Mekong will conduct 26 daily flights by four Bombardier CRJ-900s before increasing frequencies to 34 daily services flights on 10 domestic air routes to the airports in HCMC, Hanoi, Phu Quoc, Con Dao, Pleiku, Buon Ma Thuot and Dalat, and the central city of Danang.

* Vietnam Aircraft Leasing Join Stock Co. (VALC) on Thursday took delivery of a fourth ATR72-500 plane in France’s city of Toulouse as part of a batch of five aircraft of this type the local company already ordered from manufacturer ATR.

VALC will get the fifth ATR72-500 in December this year in the US$100 million-plus deal between the company and French Avion de Transport Regional (ATR). All the aircraft will be leased to Vietnam Airlines.

Tran Long, general director of VALC, said the company was completing procedures to receive 10 Airbus A321-200s from the European aircraft maker in 2012 and 2013. Again, these planes will be put into service by Vietnam Airlines.

Nation’s longest avenue opened to traffic in Hanoi

Prime Minister Nguyen Tan Dung joins government officials and Hanoi City leaders pose next to the Thang Long Avenue sign at the inauguration of the country’s longest avenue in Hanoi yesterday on the occasion of the 1,000th anniversary of the capital city - Photo: TTXVN
HCMC - Prime Minister Nguyen Tan Dung on Sunday opened to traffic Thang Long Avenue, the country’s longest and most modern, marking a strategically significant development toward Hanoi’s western part.

Speaking at the inauguration, the Government leader highlighted the role of this new modern thoroughfare, saying it would make important contributions to the capital city’s development, the Vietnam News Agency reports.

He praised the Ministry of Transport, the city authorities and constructors for having completed the road at a time when Hanoi is celebrating its 1,000th birth anniversary.

Thang Long is the first urban expressway that has been designed and built entirely by local experts and contractors. The road, measuring 30 km in length and 140 m in width, cost over VND7.5 trillion.

The avenue connects the heart of Hanoi with satellite urban areas such as Xuan Mai, Mieu Mon and Son Tay, and tourist attractions including Ba Vi, Suoi Hai, and the Vietnam Ethnic Cultural Village.

With one end at Ho Chi Minh National Highway, it also links Hanoi with other provinces.

In particular, Thang Long Avenue is expected to facilitate the development of the Lang-Hoa Lac Hi-Tech Park, one of the country’s largest scientific and technological centers.

According to the city government, the city had to clear more than 500 hectares of land and relocate over 8,000 families and some state agencies and organizations along the road.

Neighboring Hoa Binh Province has started work on a road connecting to Thang Long Avenue which has 51 overpasses.

Hanoi birthday bash fails to enthuse travel agents

Hanoi birthday bash fails to enthuse travel agentsIt has been the most anticipated event of the year, but travel agents and domestic tourists do not seem to be caught up in the enthusiasm as Hanoi’s 1,000th anniversary celebration gets underway today.

There has been no increase in prices of tours, but travel agents are concerned about difficulties in transportation because of the ban on vehicles on several streets. They are also worried about the traffic jams likely to occur during the ten-day festivities.

Nguyen Cong Hoan, deputy director of travel agent Hanoi Redtour, said: “We are not providing tours to Hanoi for this event.”

It was difficult to work out plans for the tours because the event’s detailed program was declared too late, he said.

“The most difficult part for tours at this time is not booking air tickets or hotels, but vehicles to transport visitors,” he said.

The Hanoi Transport Department did not announce the list of streets where vehicles will be banned on the festive days until September 20, while most travel agents have to book hotels months earlier.

Many hotels are located on banned streets, so it would be impossible to get there by car. Also, agents could not cancel bookings they’d already made to seek other hotels with better access and facilities for their customers.

Other shortcomings in organizing the festival have also puzzled travel agents. Hoan said: “We don’t know which programs (of the event) visitors can attend, or where to buy tickets for them.” He was also concerned about taking care of his customers as a huge number of visitors will rush to Hanoi at this time.

Duong Mai Lan, head of the market research and development bureau of travel agent Vietravel, admitted that the number of visitors booking tours on the occasion of the festival is not big. Her firm is now still selling tours for local customers to Hanoi during the festival.

Due to the ban on vehicles in some routes, and difficulties in booking hotels, the firm has to change some programs in tours to Hanoi during this event, Lan said. “We may book hotels in Ha Long Town instead of Hanoi as previously planned.”

Nguyen Ngoc An, who is in charge of domestic tours for travel agent Fiditour, said they had not focused on attracting tourists for the occasion, partly due to difficulties in booking low-cost air tickets, and transportation of customers in vehicle-banned streets.

The firm has received more than 100 customers for Hanoi tours during the event, he said.

Some people in Ho Chi Minh City have said they are fed up of the traffic jams in their own city and do not want to experience the same again in Hanoi.

The director of a travel agency said it was not peak tourism season right now. There are a few families booking tours, because children have to go to school, he said.

Plenty of room

Hanoi expects to welcome 700,000 to 800,000 local and foreign visitors during the event, according to the Hanoi Department of Culture, Sports and Tourism.

However, even given this influx, there has been no shortage of hotel rooms for visitors and prices have not increased by much.

Lan of Vietravel said most hotel rooms had been reserved months ago, so there was no increase in the prices.

A representative of the Hoa Binh hotel said: “The possibility of hotel room shortage is very low. We have many rooms vacant right now.”

To serve visitors for the occasion, Hanoi has garnered an additional 4,000 hotel rooms. The city now has ten five-star hotels, several dozen four or three-star ones, and many mini hotels.

More funding to develop Hanoi’s craft villages

RATTAN

Hanoi will provide VND3.6 trillion (US$189 million) to preserve and develop craft villages over 2010-2015 to preserve traditional craft villages, develop tourism and build new ones while ensuring the environment is protected.

The city will prioritise 25 traditional villages that are under threat of falling beyond repair and that need to be restored and preserved.

The project will help to develop tourism at craft villages, assist family households to maintain their production for tourist purposes, provide finance for vocational training and encourage the production of high quality handicrafts.

The city is also paying more attention to developing new craft villages to help generate jobs and increase local residents incomes.

In order to attract investment to preserve craft villages, Hanoi will grant soft loans to businesses for a duration of 3-5 years, to help them to promote their trade marks and promote craft villages in the city.

Setting up and developing the sale of crafts in domestic and foreign markets with a focus on linking up with supermarkets and trade centres and assisting craft villages to boost exports will be also be conducted.

In 2009, Hanoi’s craft villages earned VND7.65 trillion ($402 million), equal to 8.4 percent of the city’s industrial production value.

According to the Hanoi Centre for Industrial Promotion and Consultancy, despite the assistance to help traditional craft villages in Hanoi , they have encountered many problems.

In order to promote Hanoi’s craft villages, a festival “Thang Long-Hanoi craft villages and streets” will be held in Hanoi between September 16-21.

Gov’t determined to pursue express railway project

Vinashin leaders suspended over alleged irregularities

HANOI – The Government has reiterated its intention to press ahead with a controversial big-ticket project to build the country’s first express railway linking the two biggest cities, Hanoi and HCMC, but two priority stretches will be studied first.

“(Vietnam) cannot help having a second north-south (express) railway after the existing one,” Minister of Transport Ho Nghia Dung told reporters in Hanoi on Tuesday, days after news reports said the project had resumed though the National Assembly disapproved of it two months ago.

Dung said the project should start with the reservation of land for a dozen years later but when the Government would forward the project to the legislature for approval remained unknown because it would take years to collect as sufficient data as needed.

Local media has in recent days reported that the ministry was considering developing the first two sections of the cross-country railway, with one connecting Hanoi and Vinh and the other linking HCMC and Nha Trang, instead of the whole line worth around US$56 billion as originally proposed.

The Government approved in principle a proposal on July 23 to allow the ministry and the Vietnam Railways Corporation to get technical assistance and grants from the Japanese government to conduct a feasibility study for the two said sections and that for a rail line between Hanoi and Noi Bai International Airport.

“This is a feasibility study and it will take three to four years to finish before it goes before the National Assembly,” said the transport minister.

He went on to say that the Government had found it necessary to study the project to make clear the points questioned by National Assembly duties during their meeting in Hanoi in June, including scale, time frame, efficiency and financial viability.

There is concern that once Vietnam receives Japanese grants to do the feasibility study, it will have no choice but to opt for Japanese contractors and technology suppliers. Minister Dung, however, said, “We will reserve the right to choose technology and contractors.”

But Japan is now Vietnam’s largest bilateral aid donor and its aid normally goes to key social and economic infrastructure.

* Regarding the recent suspension of Vinashin general director Tran Quang Vu and chief controller Tran Van Liem, Minister Dung said investigators had found the two committing violations.

The police had asked the Government to suspend them to facilitate a probe into their alleged irregularities, he said.

Explaining why the suspension came less than two months after Vu was picked for the job, Dung said the unripe selection of Vu for the post of general director at Vinashin resulted from a crisis situation in which Pham Thanh Binh was removed from the posts of chairman and general director.

The Vinashin board is undergoing a gradual revamp, he said.

The westward expansion

According to Hanoi’s draft plan for the 2015-2030 period, the capital city will be developed towards the west, so a lot of investments have been poured into My Dinh area, 11 kilometers west of the city center.

The Government has been working on a plan to turn My Dinh into a new administration center. Office buildings, hotels, other facilities and infrastructure works have started taking shape in the area as demand has begun to rise.

The increasing pace of urbanization in this outlying area is a magnet for developers to move to Tu Liem District’s My Dinh-Me Tri area to build high-rise properties.

Convenient road access is one of the main reasons behind the ease of setting up the new administration center. My Dinh area not only borders My Dinh commune of Tu Liem District, but stretches to a larger area of Cau Giay District also, especially areas surrounding Pham Hung, Me tri, Nguyen Phong Sac, Le Duc Tho, Le Quang Dao, Xuan Thuy and Ho Tung Mau roads. From My Dinh area, one can easily travel to the areas north and northwest of Hanoi.

According to CB Richard Ellis Vietnam’s recent reports, advantages abound in My Dinh area since it has a full-fledged infrastructure system, and a key highlight is the Lang-Hoa Lac Expressway which links Hanoi and Hoa Lac area where the city’s hi-tech park and national universities are located.

The area is home to many newly-built structures of national significance such as the National Convention Center, National Sport Stadium and Hanoi Museum. In addition, a number of ministries like Foreign Affairs, Science and Technology, Home Affairs, and Natural Resources and Environment and the Police Department are situated there.

Many multi-purpose building complexes (offices and apartments), shopping centers and residential areas like Bitexco’s The Garden, the Manor and Keangnam Landmark Tower have become outstanding additions to the area’s skyline.

With the office buildings being developed in My Dinh area by famous investors such as Bitexco Group, CEO Investment, Cavico Vietnam, Vimeco and Keangnam, tenants will be offered additional choices apart from those in the inner-city districts of Hoan Kiem, Ba Dinh and Hai Ba Trung.

Hotel developers have also seen business potential in Hanoi’s new administrative center. About eight international hotel projects have been planned for My Dinh and Me Tri areas, including Bitexco’s 450-room JW Marriott, the 630-room Hanoi Plaza by Charmvit Group.

Vietnamese property development group Bitexco last year awarded a contract for management of its forthcoming luxury hotel in Hanoi to the U.S.-based hotel management giant Marriott International Inc. Under the agreement, Marriott will manage the architecturally-stunning 450-room, nine-story JW Marriott Hotel Hanoi when it is launched in 2012.

The US$130 million hotel will be built on 63 hectares of land and 16 hectares of water surface, adjacent to the National Convention Center. JW Marriott Hotel Hanoi is the first five-star hotel project in Vietnam to be managed by the American hotel group under the high-end brand JW Marriott.

Vu Quang Hoi, Bitexco chairman, says it is the Government that has selected his company as investor of this important project near the National Convention Center, the venue for major international conferences. He adds that Bitexco had worked hard and long with a number of internationally-renowned hotel managers before picking one big name to manage the US$130-million hotel.

Experts say the current popular trend is to move from the west to the downtown area to look for offices and other properties, but this will turn the other way round in the coming years.
