Cleared land ready for Formosa steel project this month

HCMC – The central province of Ha Tinh will hand over 3,300 hectares of cleared land for Hung Nghiep Formosa Ha Tinh Co. Ltd. this month so that the company could boost construction of its huge steel complex project, the provincial chairman said.

Vo Kim Cu, chairman of Ha Tinh Province, told the Daily on the phone on Tuesaday that site clearance of land for Formosa steel complex project was nearly complete.

“The province will definitely complete the site clearance and will hand over all cleared land for the project’s developer within this month,” he said.

Cu said the Taiwan-based Hung Nghiep Formosa Ha Tinh Co. Ltd. has expressed its eagerness to carry out the project by raising the total investment capital of the project’s first phase from US$7.9 billion to US$8.9 billion.

Total investment for the whole project in Vung Ang Economic Zone was pledged at some US$16 billion.

At the moment, the company is constructing some basic infrastructure works such as roads, boarding houses for workers, water and electricity supplies and land leveling.

“As committed, the company will start operation of the first phase of its steel plant within three years after the project owner is given cleared land, while part of Son Duong Port will begin its operation within four years,” said the provincial leader.

Main components of the steel complex project include a steel plant with total capacity of 7.5 million tons per year, Son Duong port with an annual throughput of 30 million tons, and a thermoelectric plant with an output of 1,600MW.

According to the province’s chairman, when the project’s first phase starts its production, it will create jobs for some 10,000 locals, and the number will triple to 30,000 after the two phases are completed.

“The project will help boost economic development for not only Ha Tinh, but also Quang Binh and Nghe An provinces,” Cu said.

However, a source of Vietnam Steel Association commented that although the project broke ground in 2008, it had barely made a move because of slow site clearance. This stagnation prevents the company from signing contracts for acquiring facilities from Europe to build the plant.

The Formosa steel complex is a sprawling one, encompassing five villages in Ky Anh District. To make room for this huge complex, some 1,800 families have been relocated to other places.

M’sian firm wants to build water supply plant in city

HCMC – Malaysia’s Green Water Investment Company has just proposed to the HCMC Department of Transport a project to build a water plant in the outlying district of Cu Chi with a daily processing output of 300,000 cubic meters.

Tran The Ky, deputy director of the transport department, told the Daily on Tuesaday that the proposal was just the initial one submitted by the Malaysian company. A detailed development plan and the total cost estimate for the project have not been mentioned in the proposal, he said.

Ky did not say whether the department would support the project, but said the city would upgrade existing water supply facilities to meet the rising demand.

“Between now and 2015, the city will focus on the third-phase expansion of the BOO Thu Duc water plant and the second-phase of Tan Hiep water plant to raise capacity by 300,000 cubic meters a day,” he said.

In the next five years, the city will also make a study on building a water collection station to tap water from the Dong Nai River and the Dau Tieng Reservoir. Therefore, the project proposed by the Malaysian firm should be considered for the period after 2015, Ky noted.

Current water supply in the city is 1.35 million cubic meters, but the supply will rise to 1.8 million cubic meters by the end of this year when expansion projects on the BOO Thu Duc and Kenh Dong water plants are completed.

Vietnamese employees can work as snack stewards, bar boys, housekeeping stewardesses, and galley utility workers. Each contract lasts eight to 11 months, and is renewable upon expiry.

Upside risks on Vietnam inflation remain: HSBC

HCMC - HSBC in its latest report on Vietnam economy issued on Tuesaday said the upside risks on inflation in Vietnam still remained despite the target to contain inflation at 8% this year is to be obtained.

The downward trend in year-on-year consumer price index (CPI) growth stretched into August as the headline inflation moderated for the fifth straight month, coming in at 8.18%, which was also the slowest pace since February, HSBC said.

The bank’s researcher explained that seasonally adjusted data show that inflationary pressures have in fact intensified in recent months, with the CPI up 0.5% month-on-month in August compared to a 0.1% rise in July. More worryingly, seasonally adjusted month-on-month food price inflation accelerated from 0.3% in July to 1.1% in August, the writer said.

“As a recent tropical storm damaged rice fields and crops, food prices may continue to rise in the coming months, making the Government’s task of keeping inflation in check more difficult,” said the report.

In addition, HSBC said that with total depreciation of about 10% on Vietnam dong since November last year, the Government should be mindful of strong import-led inflation.

Policymakers are going to implement price controls on selected items sold by foreign and private firms, which will be effective on October 1. However, the foreign bank’s researcher commented that this move may help control the pace of inflation, but it would certainly come with side effects, especially damage to business sentiment.

The foreign bank expected that curbing inflation is likely to remain an important item on the policy agenda in the near term.

“Not only does high inflation upset macro stability, it also weighs on the country’s economic prospects by hurting investor confidence,” HSBC said.

Meanwhile, although not the sole reason, high inflation is partly responsible for the low savings rate in Vietnam. The bank said that deposit rates in Vietnam tend to lag behind inflation, with real rates often in negative territory, which discourages savings.

“Low savings is in turn a concern, as investment still predominantly has to be funded by foreign sources, making the economy particularly vulnerable to external developments,” said the researcher.

HSBC report said that Vietnam’s trade and inflation concerns would not go away just yet. However, the Government seems keen on addressing existing economic shortcomings to improve the country’s growth prospects.

“The economy’s long-term outlook therefore remains positive so long as policymakers continue to prevent trade blowouts and inflation from running high, both of which remain the biggest risks facing Vietnam,” said the report.

Online bidding piloted on Wednesday

HANOI – Online bidding will be implemented on a trial basis from on Wednesday at three State organizations, namely the Hanoi City People’s Committee, Vietnam Post and Telecommunications Group, and the Electricity of Vietnam Group.

The trial online bidding, provided for under Circular 17/2010/TT-BKH issued by the Ministry of Planning and Investment that takes effect on Wednesday, will apply to consulting, acquisition of goods, and construction packages at the three organizations. Each of the three organizations will put forth for competitive bidding at least five acquisition tenders, three consulting services packages, and three construction packages.

Both the bidder and the bid organizer will have to register their participation via the website http://muasamcong.mpi.gov.vn so that they will be granted a digital identity code each, according to the circular.

All electronic documents with the digital signatures of the representatives made via the online system will have equal merit as the paper-based documents.

Apart from the three above-mentioned organizations, the Ministry of Planning and Investment also encourages other entities to apply online bidding in line with this circular.
