FDI disbursement accelerates in HCM City

The Ho Chi Minh City Planning and Investment Department reported the
city’s nine-month FDI disbursement hit 900 million USD, almost matching
the amount for the whole of 2009, but still only a small amount
compared with total FDI flow.


The yearly target of
1.43 billion USD is clearly within reach, however total FDI disbursed is
only 11.9 billion USD out of the total registered FDI of 28.4 billion
USD.


Projects operating in the HCMC City Export
Processing and Industrial Zone Authority (HEPZA) recorded the highest
FDI disbursement speed. HEPZA’s 479 valid projects have disbursed 82
percent of the total 2.8 billion USD registered, according to Nguyen Tan
Phuoc, Vice Head of the HEPZA authority.


In the new
Thu Thiem Urban Zone, three out of four licensed projects have been
kick-started, including a 120 million USD project to build 2,220
apartments in Binh Khanh ward, District 2.


The
Planning and Investment Department’s Deputy Director Lu Thanh Phong said
that slow disbursement is usually seen in large-scale real estate
projects that face obstacles in ground clearance and administrative
procedures.


The department and relevant authorities
have been adjusting and removing unnecessary procedures in order to
facilitate investment projects.


The city has also been
assessing large-scale real estate projects to find out reasons for
delay and is determined to withdraw licences from projects that cannot
provide sound reasons for long delays.


Recently, the Ministry of Planning and Investment decided to stop 34 projects in HCMC due to their slow progress./.

Export staples join $1b club

HA NOI — With export turnover of more than US$1 billion each by September this year, coal, rubber and steel joined the country's $1 billion club, according to the Ministry of Planning and Investment.

The new additions lifted the number of the country's export staples with turnover of more than $1 billion to 13. The others include garments, footwear, crude oil, seafood, gemstones, wooden products, electrical goods, computers, machinery and vehicles.

Deputy Minister of Industry and Trade Nguyen Thanh Bien said the increasing cost of many export staples helped raise the country's total export turnover in the first nine months of the year to $51.5 billion, up 23.2 per cent year-on-year.

During the period, around 48 per cent of Viet Nam's exports went to the Asian market, followed by America with 23 per cent and Europe with 22 per cent.

Bien attributed the export growth to the State Bank of Viet Nam's decision to lift the inter-bank rate by 2.1 per cent in August as part of the effort to boost exports and curb the trade deficit.

Industry insiders forecast the trade sector would meet the Government's export target of $61 billion this year, given a number of key export industries including apparel still had fresh orders coming in.

To meet the target, the Ministry of Planning and Investment has asked customs officials to scrutinise current procedures to ease the import of materials for export production.

Besides capitalising on advantages created by Free Trade Agreements, the Ministry of Industry and Trade has also boosted other bilateral and multilateral negotiations to help exporters enlarge their markets. — VNS

Vietnamese company expands business in Laos

Hanoi Liquor Joint Stock Co (HALICO) has opened its representative office in the Lao capital city of Vientiane.

Lao Minister of Industry and Trade Nam Viyaketh, Deputy Minister of Planning and Investment Thongmy Phomvisay, senior officials and Vietnamese Ambassador Ta Minh Chau along with 200 guests were present at the opening ceremony.

Addressing the event, HALICO Director Ho Van Hai underlined the company’s prestigious trade mark which has developed both at home and abroad over the past 100 years.

He said the company desires to introduce high-quality products to Lao customers and build a factory in the country in order to boost two-way trade between the two nations, generate more jobs for local people and contribute to the two countries’ state budgets.

Lao Minister Nam Viyaketh hailed the establishment of the office and pledged to create favorable conditions for the company to effectively run business and invest in his country.

He extended his wish that HALICO would soon open a factory in Laos to provide good-quality products for the country and other laboring markets, contributing to bolstering bilateral comprehensive cooperation.

On behalf of the Lao government, Deputy Minister of Planning and Investment Thongmy Phomvisay granted investment license to the company’s director.

Vietnam, RoK step up investment cooperation

Vietnam wishes that businesses from the Republic of Korea (RoK) would increase their investment in the country, especially industries with high-added value and modern technology-intensive industries.

The statement was delivered by Deputy Minister of Planning and Investment Dang Huy Dong at a seminar, jointly held by his ministry, the RoK Chamber of Commerce and Industry, the RoK Business Association and the RoK Embassy, in Hanoi Wedenesday.

The seminar focused on policies and opportunities for infrastructure development investment within the public-private partnership (PPP) framework and policies to encourage foreign investment in industrial zones.

Deputy Minister Dong said the Vietnamese government applauded the RoK foreign direct investment (FDI) flow in Vietnam , which, he said, greatly contributes to the country’s socio-economic development.

The RoK Ambassador Park Seok Hoan expressed his belief on cooperative relations between the two countries’ businesses, saying with an open investment environment, Vietnam will become a more attractive destination for the RoK investors.

By the end of August this year, the RoK ranked 88 th among Vietnam’s FDI providers with 2,605 projects registered at US$23 billion, according to the Ministry of Planning and Investment.

The two governments have agreed to lift the biletaral relations to strategic partnership.

The RoK businesses have been involved in most of sectors in Vietnam , from infrastructure, telecommunications and mechanics to real estate, auto manufacturing, shipbuilding and restaurant services.

E-bidding makes public procurement transparent

E-bidding has made public procurement a transparent and open process. It has also reduced wastefulness in public spending, saved time and bidding fees, and enabled bidders and contractors to be more proactive.

These were initial assessments by the Ministry of Planning and Investment, municipal departments, sectors and businesses which have taken part in a pilot e-bidding project, which was launched in mid-September.

E-bidding has been implemented on a trial basis at the Hanoi People’s Committee, the Vietnam Post and Telecommunication Group, and the Electricity of Vietnam via the portal http:// musamcong.mpi.gov.vn

At a conference to deploy regulations on e-bidding held in Hanoi on Sept. 22, Deputy Minister of Planning and Investment Dang Huy Dong stressed the importance of e-bidding in the e-government project.

“E-bidding is a major push to stimulate IT application in every field,” Dong said.

E-commerce and e-bidding in public procurement is an inevitable trend and indispensible way that many nations over the world are applying to build e-government.

In many ODA-funded projects in Vietnam, the donors have required beneficiaries to undertake e-procurement to ensure the transparency and effectiveness of the projects using their ODA.

Aware of the importance of this model, the Prime Minister, in September 2005, approved a master plan for the development of e-commerce in the 2006-2010 period.

He also assigned the Ministry of Planning and Investment to carry out a project to apply e-commerce in the government’s procurement.

In the framework of the project, a pilot e-procurement system for the government has been built on the basis of the integrated Korea Online E-procurement System (Koneps).

The system, which was optimized to fit Vietnam’s conditions, cost nearly 3.4 million USD, of which 3 million USD was contributed in the form of non-refundable aid by the Korean International Cooperation Agency (KOICA).

Online bidding piloted on Wednesday

HANOI – Online bidding will be implemented on a trial basis from on Wednesday at three State organizations, namely the Hanoi City People’s Committee, Vietnam Post and Telecommunications Group, and the Electricity of Vietnam Group.

The trial online bidding, provided for under Circular 17/2010/TT-BKH issued by the Ministry of Planning and Investment that takes effect on Wednesday, will apply to consulting, acquisition of goods, and construction packages at the three organizations. Each of the three organizations will put forth for competitive bidding at least five acquisition tenders, three consulting services packages, and three construction packages.

Both the bidder and the bid organizer will have to register their participation via the website http://muasamcong.mpi.gov.vn so that they will be granted a digital identity code each, according to the circular.

All electronic documents with the digital signatures of the representatives made via the online system will have equal merit as the paper-based documents.

Apart from the three above-mentioned organizations, the Ministry of Planning and Investment also encourages other entities to apply online bidding in line with this circular.
