Amid a flood of mall space, retail hits the skidsThe retail market in Ho Chi Minh City is believed to have great potential – but that potential doesn’t always translate to success.

When it was opened last December, the Kumho Asiana Plaza in District 1 had some 30 stores selling luxury products. But after months of slow sales, many tenants decided to quit because they could no longer afford the rent.

Now there are only a few stores left in the mall – one of the biggest shopping centers in the city. The tenants continue to pay rent and management fees in the face of flagging sales.

The Kumho Asiana Plaza, operated by Colliers International Vietnam, is located in downtown Ho Chi Minh City. But store owners said even this location doesn’t translate to more customers.

Another shopping mall, Saigon Paragon in District 7, was temporarily shut down early this month.

Le Hoai Anh, general director of Kim Cuong Company, the operator of the shopping mall, admitted that the closure was caused by a failure to effectively run the mall. “We never managed a shopping mall before and that’s why there were mistakes leading to an unexpected business situation,” she told Thanh Nien.

Anh said her company has hired a management firm to run the mall, which is expected to re-open at the end of this year. Saigon Paragon cost US$30 million to build. It was opened April last year.

Analysts said while Ho Chi Minh City is considered a great potential retail market, not all of its shopping centers are successful, especially those far from the city center.

Meanwhile, high rents (from $70 to $180 per square meter) make it hard to ensure profits.

More retail centers will continue to come online in the city.

According to the Industry and Trade Department, there are 102 supermarkets and 28 shopping malls in the city. The department expected the retail area in the city to reach 740,000 square meters in 2013 - double the current figure.

UK real estate services firm Savills issued a report last week that indicated three more centers would appear before the end of the year: the Crescent Retail, Bitexco Financial Tower and Thien Son Plaza. The trio will add a total of 50,000 square meters of retail space to the market.

The firm said the city’s retail market has “strong potential” in the mid-term.

But right now, some industry insiders aren’t happy.

Tham Tuck Choy, general director of Parkson Vietnam was quoted by Tuoi Tre as saying his company posted an average growth rate of 30 percent a year, but this is lower than expected.

He said, of the customers shopping at Parkson’s outlets, 15 percent are tourists and foreigners working in Vietnam while the rest are local consumers. The purchasing power of this local customer group is rising, but not steadily, Choy said.

A toy retailer who wished to remain anonymous said the retail market depends on the growth of the middle and upper class and their demand for expensive products.

But right now there are more window-shoppers than real buyers.

Parkson to manage Saigon Paragon shopping mall

HCMC – Parkson, widely known for the high-end shopping centers of the same name in the country, has struck a deal with a local firm to manage the Saigon Paragon shopping mall that is claimed to be poorly performing in HCMC’s District 7.

Le Hoai Anh, general director of Kim Cuong Corporation, told the Daily on the phone on Tuesday that the corporation had reached agreement with Parkson to manage the shopping section in the Paragon building in Phu My Hung town.

The local firm had decided to temporarily close the shopping mall on Nguyen Luong Bang Street in Phu My Hung after it had been operational for a year.

The 10-story building includes some 7,500 square meters for the shopping mall, some 9,000 square meters for office space, 4,000 square meters for an entertainment section and 3,000 square meters for a conference center.

Anh explained the temporary closure was due to the poor business performance in the shopping section due partly to ineffective management.

“We’ve decided to partner with the professional management firm Parkson to improve the building’s business performance,” Anh said, pinning hopes that Parkson’s good management will give a boost to the shopping mall.

However, tens of tenants in the shopping mall have voiced their anger as the building owner suddenly sent a notice of closing the shopping mall from early this month without informing them in due course, Tuoi Tre reported on Tuesday.

Some of them accused the building owner of violating agreements, unilaterally terminating contracts signed between the two sides. Others said that they received no information about the closure. The fact is that many tenants spent money for their store decoration and the closure will damage their turnover.

Anh told the Daily that the corporation had sent a notice of closure on August 14, advising tenants to temporarily stop their business for around two months so that the new management company could upgrade the building.

Anh said the corporation was negotiating with tenants to solve the problem, and expected to see the existing and new tenants to continue and start their business when the shopping mall section is up and running by December 15 this year.

In a related development, the HCMC government has issued a decision allowing property developer GS Saigon Development Company to transfer its property underway on Ly Thuong Kiet Street in HCMC’s District 10.

The project, one of the five property projects awarded to the company in return for the development of Tan Son Nhat-Binh Loi road, will be transferred to Phu Son Thuan Investment Construction Co., the city’s Department of Zoning and Architecture stated in its website.

The Xi Grand Court project is being developed on an area of around 18,000 square meters, with three blocks of condo buildings from 28 to 30 stories and a mix-use 25-story building.

According to the department, the project transfer is made because the property developer has faced difficulties as a result of the global economic downturn, and the transfer is to collect money for developing the road that it has pledged to pursue.

The department cites the city’s decision, saying all money from the deal will be used for the road development. The project’s site clearance has been done, and it is scheduled for completion by 2014.

Bitexco calls southern retailers northward

HCMC - The Garden Investment and Trade Sole Member Company, a subsidiary of Bitexco Group, on Thursday met with retailers in HCMC to lure them to the retail component of The Garden project in Hanoi.

It was the first time the company had marketed the development in HCMC, it said. The Garden is the My Dinh area which is a new administrative and economic center for the capital city.

The Garden was launched in June last year, with residential, office and retail sections.

The developer told some 70 retailers in an event at the Caravelle Hotel in downtown HCMC on Thursday that six storeys and three basements providing 57,000 square meters in the project were large enough to suit everyone’s needs, including sections for entertainment, food and beverage, fashion, fitness, restaurant, cinema and cafĂ© terrace.

Robin Neo Chow Hee, managing director of The Garden shopping mall, said the Vietnam retail market is set for strong growth, offering many opportunities. The growing demand for goods and services would create different segments for retailers.

Hee said foreign retailers have been interested in the market because of the country’s political stability and projected retail growth over the next three to five years.

The Garden is the first Bitexco Group shopping center development in Hanoi. The group is also developing Bitexco Financial Tower surrounded by Hai Trieu, Ngo Duc Ke and Ho Tung Mau streets in HCMC’s commercial district.

The 68-floor tower is planned to be on the market by mid-October this year with some 8,000 square meters for retail.
