Ninh Thuan master plan awaits PM's nod

HA NOI — Viet Nam's first provincial socio-economic development master plan created by two world renowned consultancy firms has been approved by leaders of central Ninh Thuan Province and is awaiting the nod from the Prime Minister.

Ninh Thuan's socio-economic development master plan to 2020 with a vision to 2030, which was developed on the basis of its nuclear industry, was presented to the Ministry of Planning and Investment in Ha Noi on Tuesday.

"This is the first province in Viet Nam to invite international consultants to construct its master plan. In the past, other provinces usually used proposals developed by domestic research institutes," said Minister of Planning and Investment Vo Hong Phuc.

The coastal province, 60km south of Cam Ranh Airport and 350km north of HCM City, would become Viet Nam's leading nuclear power centre, and needed a new orientation and vision fitting of its new status, he said.

The US$3-million master plan adopts the strategy of "accelerating economic growth" in the next 10 years with four targets: enhancing competitiveness, improving infrastructure, branding and capacity building, and boosting the competence of State agencies in the province.

The blueprint, conceived by Monitor Group from the US and Britain's ARUP, was based on a "diamond framework", a new approach in Viet Nam, to analyse what existed in the coastal central province today that would provide opportunities in the province tomorrow, said the provincial People's Committee deputy chairman, Do Huu Nghi.

The framework, developed by Professor Michael Porter from Havard Business School, was built on observations of regulations and the nature of consumer demand in the province, together with identifying the current stage of the province's development, which Monitor director Chris Malone said were "the most important sources of strength in the plan".

"At different stages of development, they need to focus on different things. So provinces like Ninh Thuan which are at an early stage of development need to focus on identifying the factors that already exist in the province and generating income from those factors, such as using the location or climate in order to generate tourism income," he said.

The province with more than half a million people decided to go for the "fast and sustainable growth" option, which consists of a 19 per cent increase in GDP per year, instead of normal growth of 13 per cent or substantial growth of 22 per cent that were also considered at the beginning.

Nghi said the decision was made after its consultants pointed out that targeted programmes and human resources training couldn't produce immediate results in the coming period.

With that model, Ninh Thuan is expected to reach GDP per capita of US$2,800 in 2020, or 85 per cent of the country's average, with industry and services accounting for 80 per cent of GDP.

The poor province, where average annual income is just over $510, would need VND260,000 billion ($13 billion) in the next ten years for such development.

A unique point about the master plan that differentiates it from others is that it outlines a number of investment projects and their implementation road maps designed to raise the capital.

"The consultants contacted potential investors while working on the master plan to ensure its feasibility," said Nghi.

ARUP's senior urban designer Slavis Poczebutas said the biggest challenge for them in the one year-long project was to achieve a balance between economic development and an "almost untouched beautiful countryside" with fertile agricultural land, WWF-preserved forests and a rich maritime ecosystem.

"The type of challenges that Ninh Thuan faces are challenges that we see all around Viet Nam. It's important how the country uses the coastal economy to create jobs and increase prosperity," said Malone.

How the province developed its economy in a way that would genuinely help the poor and cope with climate change was important at this stage of development, he said.

The consultant also said tourism and Viet Nam's first nuclear power plant, construction of which would start in 2014, would definitely be able to co-exist if there was an integrated plan in advance.

"There's more than 100km of coastline in Ninh Thuan. The tourism areas are located in the far north while the industrial zones and nuclear power plant will be located in the south," he said. — VNS

PM issues call to protect hydro-electric power plants

HA NOI — Prime Minister Nguyen Tan Dung has told authorities in charge of reservoirs in the same river basins to co-ordinate their operations in accordance with procedures developed by the Ministry of Natural Resources and Environment.

The procedures aim to ensure the absolute safety and effectiveness of hydro-electric plants along the rivers and reduce flood water.

In all, 61 reservoirs in 11 river basins across the country should co-ordinate their operations, including the Hong (Red) River basin in the northern delta, Quang Ngai Province's Tra Khuc River, Quang Nam Province's Vu Gia-Thu Bon River system, Thua Thien-Hue Province's Huong (Perfume) River, Thanh Hoa Province's Ma River, Phu Yen Province's Ba River and Dong Nai Province's namesake river, among others.

With 13, the Dong Nai River basin has the highest concentration of reservoirs in the country.

The Prime Minister also issued procedures for co-ordination between the A Vuong, Dac Mi 4 and Song Tranh 2 reservoirs in the Vu Gia-Thu Bon River system basin.

The river system supplies water to 58 hydro-electric projects which are either completed or under construction in the basin.

Last November, the A Vuong Reservoir was blamed for exacerbating downstream flooding by releasing more flow to avoid the break of its embankments.

As a result, Quang Nam Province People's Committee asked the Ministry of Industry and Trade to develop more suitable procedures for the operation of reservoirs in the basin with a view to increasing the volume of water stored in rainy seasons.

In another development, a spell of cold weather is forecast to arrive in the north today, causing torrential rain in central provinces from Nghe An to Ha Tinh, according to the National Hydro-meteorological Centre.

The National Committee for Flood Prevention and Control yesterday sent an urgent message to its branches and search and rescue groups in coastal provinces from Nghe An to Quang Ngai to carefully monitor changes in the weather.

The provinces were also instructed to watch over households in low lying areas and in areas prone to flash floods and landslides. They were told to prepare to evacuate if necessary and to have food, water and necessities ready to cope with heavy rains forecast to hit the provinces today.

They were also asked to check reservoir levels and any possible problems resulting from rising waters, and to prepare facilities to cope with bad situations.

The message was also sent to committees of provinces from Binh Dinh to Kien Giang, asking them to follow the development of the tropical front, and manage ships and vessels accordingly.

The Ministry of Industry and Trade was requested to ask Electricity of Viet Nam to ensure its reservoirs are fully operational in the event of flooding.

At 1pm yesterday, the tropical pressure was located at 10.5-12.5 degrees north latitude and 110-112 degrees east longtitude, on the waters north of Truong Sa (Spratly) Archipelago, causing strong winds at speed of 49-61 kmph. — VNS

Ba Ria-Vung Tau says no to steel projects

HCMC – The southern province of Ba Ria-Vung Tau will not license new steel projects from now on as such projects consume much electric power and water, which proves a big burden for the locality, said a leader of the province.

Ho Van Nien, vice chairman of the province, told the Daily late last week that because the province is facing a severe shortage of power and water for industrial production, so it will definitely reject new steel projects in the coming years.

As observed by the Daily, Ba Ria-Vung Tau is having the most licensed steel projects in the country with 18 projects, including 10 projects outside the national master plan for steel industry development approved by the Government. Steel projects in the province have a total capacity of some 3.7 million tons of ingots and 3.3 million tons of other steel products.

Nien said that to cut down the unwanted steel projects in the locality, the province has just required related agencies to consider revoking four steel projects that are moving at a snail’s pace. However, he did not mention the names of the four steel projects that will possibly be cancelled in the coming days.

Nien said that the axe could fall on more steel projects beside the four just mentioned, adding that the provincial government would only retain those steel projects that produce high-grade products.

“In the time to come, the province will call investors for projects that consume less power and water due to the limited supply capacity in the province,” he said.

Harbour construction delays raise fears among boat owners

THUA THIEN-HUE — The tardy progress of the construction of a US$2.1 million harbour in the central province of Thua Thien-Hue has left hundreds of boat owners worried for the safety of their vessels during the fast approaching stormy season.

The Phu Hai breakwater project was started in 2008 by the provincial Department of Agriculture and Rural Development and was expected to provide safe moorings to 500 boats. It was due for completion in May of this year.

However, the project was still not finished and was unlikely to be completed by the end of this year, said Phan Van Song, Phu Hai Commune's Party Committee Secretary.

Song said that the project's progress was lagging behind because the contractor, Vinashin Infrastructure Construction and Development Company, was short of both construction facilities and human resources.

"The work must be urgent, but there were only a few workers on the construction site," he said.

According to industry expert Tran Cong Dang Tuong, only around 300 metres of the total 625-metre-long breakwater needed had been completed and other sections also remained unfinished.

Phan Thanh Hung, head of the province's Sub-department of Dyke Management, Flood and Storm Control said that relevant parties had agreed to push back the deadline until June 2011.

The province's Department of Agriculture and Rural Development did not want to change to another contractor as the process of tendering and the transfer of documents would take too long, Hung said.

Currently there are 4,000 boats and ships operating in the waters off the province and of the 32 harbours available, only 12 were correctly constructed with safe wharves. — VNS

Heritage site aims to lure investment from South Korea

Thua Thien-Hue province, where the Hue Imperial City is located, has been given a promise from South Korea Ambassador to encourage investors to come.

The Korean diplomat, Park Suk Hwan, told the provincial People’s Committee Chairman, Nguyen Van Cao, during their meeting in the central region province on Wednesday, that he would promote the province’s strengths and potential among Korea business circles, to encourage them to invest.

Thua Thien-Hue is home to Hue Imperial City which has been recognized as a world cultural heritage site by the UN Educational, Social and Cultural Organization (UNESCO).

Cao reported that the province has granted 11 licenses for investment to businesses from the country, capitalized at some $560 million.

Most of their projects are in the hospitality industry, services, and construction and investment in technical infrastructure for industrial zones.

In addition to Foreign Direct Investment, the province has received the Korea’s aid in Official Development Assistance (ODA) for the construction of a 500-bed hospital, capitalized at $20 million.

Province cuts red tape for investors

Binh Duong province has made every effort to improve its infrastructure and administrative formalities so as to attract more foreign investors, said chairman of the provincial People's Committee, Nguyen Hoang Son.

The province had also taken advantage of its geography and offered incentives to lure foreign invested projects.

The province attracted more than 846 foreign invested projects with registered capital reaching US$7.3 billion between 2005 and 2010, bringing the total number of projects in the province to date to 1,966 capitalised at $13.5 billion, said Son.

Investors include Korean tyre manufacturer Kumho Asian Group, with a total investment capital of $360 million and Thailand 's Siam Cement Group, which specialises in producing packages, with a total investment capital of $140 million. Malaysian property developer SP Setia Berhad Group invested $620 million in the My Phuoc eco-urban project and a $60 million beverage factory was financed by Japan 's Kirin Acecook Vietnam .

The strong attraction for foreign invested projects was a positive sign, as it made a very important contribution to the province's economic development and generated high industrial value, said director of the Department of Planning and Development Huynh Van Trai.

Local authorities have worked with vocational schools to train skilled workers to meet the greater labour demands that come with more foreign invested projects.

Paik In Ki, chairman of the Republic of Korea ’s Financial Investment Association in Binh Duong, said foreign investos were pleased to invest in the province as they could see good infrastructure and good support from local authorities which helped investors to be successful. His company would continue to act as a bridge to provide other Korean businesses with a deep understanding of the province's investment climate and raise their investment in the province.

Binh Duong has developed 28 industrial parks covering 8,751ha.

Prominent projects in the province include the VND3.5 trillion (US$179.5 million) My Phuoc-Tan Van road, which is currently under construction. The road will be a major transportation route to international airports and seaports.

Kang Myong Jun, diretor of DJV Ltd Co, Automotive Manufacturing & Wholesales-Parts, Automotive Repair & Service, said apart from good infrastructure, other facilities such as accommodation and urban areas were also important for luring foreign investors.

Binh Phuoc seeks investors

Southern Binh Phuoc Province is seeking investment for three industrial zones, which needs a least VND448 billion (US$24 million).

The province also wants investment in its water infrastructure in the zones along National Highway 13, Chon Thanh Town and Dong Phu District as well as Hoa Lu Border-gate Economic Zone.

The call for investment was made at an investment promotion conference held in Hanoi on Saturday.

Binh Phuoc People's Committee chairman Truong Tan Thieu told the potential investors that his province, located in the southern key economic zone, was advantageous for industrial development and investment.

The province was attempting to shift its economic structure toward industrialization, Thieu said, adding that it had set aside more than 5,200ha of land at 18 industrial zones for development.

Investors could also invest into the electronics, textile and garment sector.

The chairman assumed that local authorities would create the best conditions for investors by speeding up administrative procedure reforms and improving infrastructure facilities.

During the past five years, the province has achieved significant accomplishments in all fields. Its average GDP growth rate reached 13.2 percent and industrial production increased by 24 percent.

Currently, the province is home to 3,000 projects including 1,000 foreign-invested projects worth $1.57 billion.

Binh Dinh to hold first forestry festival next year

HCMC – The central province of Binh Dinh will organize the first forestry festival in Quy Nhon City from March 26 to 29 to create a venue for stakeholders to propose ways to develop the sector.

Le Huu Loc, deputy chairman of the province, said at the press conference in HCMC early this week that the event would be a convergence point for scientists, enterprises and managers to suggest solutions for forestry development from planting to processing and consumption.

This is a joint effort of the province, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, and the provincial Forestry Association.

The province, Loc said, would also take the occasion to honor contributors to forestry development and promote business links between local exporters and international buyers, probably from North America, Western Europe, Russia, Japan, China and Thailand.

The festival will feature a showcase of forestry products at 700 stands of 400 local and international businesses.

Binh Dinh – which belongs to the central focal economic zone, about 670 kilometers northeast of HCMC and 1,065 kilometers southeast of Hanoi – has 150 wood processors, most of them exporters, with annual output of 150,000 cubic meters of refined woodwork and more than 300,000 cubic meters of chip wood.

Last year, Binh Dinh exports US$250 million worth of wooden goods, 60% of the province’s total export revenue.

VN to increase investment in northern Laos

Vietnamese businesses operating in eight northern provinces of Laos
have met in Udomxay province to seek out ways of boosting investment
in the region.


The Sept. 26 event was co-organised
by the Vietnamese Consulate General in Luang Prabang province, the
Vietnamese Association in Udomxay province and attended by Governor of
Udomxay province Khamla and Vietnamese Ambassador Ta Minh Chau.


During the meeting, several businesses pointed out obstacles that
hamper Vietnamese investors in northern Laos and debated issues
including land clearance, foreign workers on large-scale projects, power
resources, mining projects, land leasing procedures, tax and export
fees.


They also agreed to set up a Vietnamese business liaison board in northern Laos .


Addressing the event, Khamla said that Udomxay province has outlined
its renewal policies to lure more foreign businesses to the province,
and implement incentives stated in the 2009 new law to encourage
investment, while creating favourable conditions for Vietnamese
investors.


On the occasion, Dien Bien Rubber
Company signed appendixes to complete the already-signed agreement on
rubber investment cooperation in Udomxay province.


Lao northern provinces , including Bokeo, Hua Phan, Luang Prabang,
Luang Namtha, Udomxay, Phongsali, Xaynhabuli and Xieng Khoang, have
enormous potentials in mineral, hydroelectricity and land but remain a
low-income region compared with others.


Vietnam
has deployed 104 projects in the northern Lao region with a combined
capital of only 67.3 million USD out of 2.4 billion USD the country has
invested in the region with 219 projects./.

Work starts on tourism property project in Vung Tau

HCMC - Hoa Anh Dao Tourist JSC held a ground breaking ceremony for a tourism complex project in the southern coast province of Ba Ria-Vung Tau over the weekend, adding to the province’s growing list of resorts under construction.

The developer said it invested some VND1,150 billion to develop the Oceanami Resort & Luxury Home project in Phuoc Hai Town in Dat Do District, near historic  Minh Dam mountain, where the Vietnamese military base used to be.

The project, covering 21 hectares on nearly one kilometer of beach, is designed with a five-star hotel with 200 guest rooms, 28 bungalows, two blocks of five-story buildings with 100 apartments and some 180 luxury villas. The plans include a convention center, restaurant, spa, swimming pool and marina.

Speaking at the event, Ho Van Nien, vice chairman of the province, elaborated on Ba Ria-Vung Tau’s plan, saying the province has done everything possible to exploit its 100km coastline.

Nien said the investment environment has improved with a lot on offer to attract international investors to the province. There about 100 tourism property projects underway in the province, including the Oceanami Resort & Luxury Home.

The project is scheduled for completion by 2012, with villas priced between US$364,000 to US$1.3 million per unit.

Japanese federation cooperates with Hung Yen

The Japan-Vietnam Friendship Parliamentarian Federation (JVFPF) wants to
promote economic and investment ties with the northern province of
Hung Yen.


JVFPF President Tsutomu Takebe delivered the message while leading a delegation to Hung Yen province on September 8.


He said the visit also aimed to strengthen the friendship between the
JVFPF and Vietnam in general and Hung Yen province in particular,
helping boost Japan ’s economic cooperation and investment activities
in the locality.


The JVFPF has actively canvassed
the Japanese government for granting ODA to Vietnam , he said,
adding that he was pleased with the effective use of the funds in the
country.


Secretary of the provincial Party
Committee and Chairman of the provincial People’s Council Nguyen Van
Cuong stressed that Hung Yen province places its confidence in Japanese
friends in economic relations.


He said the province is ready to welcome Japanese universities’ investment in the Pho Hien university area.


During their stay in Hung Yen, the JVFPF delegation visited the Bunka
shutter and door factory, one of Japan ’s facilities in the Thang
Long II Industrial Zone, and paid tribute to the late President of the
Vietnam-Japan Friendship Parliamentarian Federation, Tran Dinh Hoan./.

Long An province in the key southern economic zone presented a list of its advantages and made offers to Japanese businesses at a meeting with the Outward mission Monday.

Pham Van Ranh, Vice Chairman of the provincial People’s Committee, said like other parts of the country, Long An has emerged as a destination for foreign investors, citing advantages of political stability, steady economic growth and an industrious workforce.

“The province has a good land reserve for industrial and urban development and infrastructure construction,” Ranh said.

Long An authorities confirmed that labour strikes in foreign companies did not make any impact on the province. They also presented a new model for small investors who may rent a lot of just 100 sq. m. of land in the Long Hau industrial zone. Japanese investors were also assured of administrative reforms with very simple paper work.

Licences will be issued in 24 hours after all forms are filled, authorities emphasised.

The Mekong Delta province has so far granted licences for 328 foreign investment projects capitalised at almost US$3.18 billion, including the 11 projects by Japanese investors with a combined investment of $188 million.


One of the 11 Japanese-invested projects was licensed in 2010 with a capital of $100 million.

The Japanese business mission, led by Sato Shi Abe, Director of the ASEAN investment sharing sector under the Japan centre, was shown around several industrial zones. The guests also visited the Vina Eco Board Limited Liability Company under the Sumitomo Group and the Kaiyo Seafood Processing Company.

BINH THUAN — More than 410 tourism projects in central Binh Thuan Province have been seriously affected by titanium-exploitation projects, which are polluting coastal areas.

According to the provincial Department of Culture, Sports and Tourism, Bac Binh District's Hoa Thang Commune is one of several locations where titanium exploitation has damaged tourism projects.

At contiguous areas near Hon Rom – Mui Ne, about 13 enterprises have complained about the waste that is left on beaches by titantium exploiters.

The companies that dig for titanium use sea water to filter the titanium from the sand. But because the sea waters in the area are so calm, the waste is left on shore, driving away tourists.

The pollution is also affecting the attractive Nghe Islet, according to a representative of a tourism company in the province.

In addition, titanium exploiters including Hai Tinh and Tan Quang Cuong companies are working along the coastline of Ham Tan – La Gi, considered a beautiful area attrative to tourists.

Air and water pollution has robbed the area of its beauty, investors have said.

Many tourism investors have withdrawn their projects, even though they have received licenses.

Tran Thi Mai Anh, investor of Tien Phu Tourism Project, complained that the province had focused on tourism as a key economic sector but had granted licenses to many titanium-exploitation projects.

Anh said that her VND20 billion project had to be suspended because her partner had withdrawn its funds. She now wants to sell the project to pay the bank debt.

About 140 of 410 licensed tourism projects are operating in Binh Thuan Province.

Huynh Giac, head of the province's Department of Natural Resource and Environment, told Dau Tu newspaper there were 63 tourism projects built in an area of titanium exploration that is part of a larger mineral exploitation plan developed by the Ministry of Natural Resources and Environment.

Nguyen Hong Son, deputy head of the Binh Thuan Tourism Association and owner of Doi Su Resort, said the association had often urged the province not to authorise mineral exploitation near tourism areas, but to no avail.

Nguyen Van Dung, deputy head of the province's People's Committee, said in October the scheme for titanium exploitation in the province would be completed.

Under the plan, the province would allow tourism projects in areas that have low titanium reserves, and ban mineral exploitation.

For areas rich with titanium, the province will not allow investment or long-term construction in tourism projects.

The province has also asked companies that are exploiting titanium to keep a safe distance from tourism projects and commit to environmental preservation.

Titanium has been exploited in the province for several years, with 2007 being the most active year. Revenue was reported at VND600 million that year, and all of the raw material was exported to China.
