Airports make expansion plans

HA NOI — Tan Son Nhat Airport in HCM City is to be expanded to create space to service 10 additional passenger jets, while Ha Noi's Noi Bai Airport also has plans to add more space for aircraft to meet an explosive demand for air travel.

The Southern Airports Corporation has submitted their plans to increase the capacity of Tan Son Nhat Airport to the Civil Aviation Administration of Viet Nam (CAAV).

Nguyen Nguyen Hung, general director of the Southern Airports Corporation, said that capacity at Tan Son Nhat Airport is just enough to serve 20 million passengers a year, or 54,800 passengers a day. However during the traditional Tet holidays, Tan Son Nhat Airport received in excess of 58,000 passengers a day.

Under the new plan, Tan Son Nhat's present 42 bays will be increased to 52.

Noi Bai Airport currently has 24 parking bays, receiving nearly 90 flights a day. Nevertheless, the airport can become overloaded, meaning aircraft must queue up to take off or land, which leads to delayed flight or cancellations.

However, those plans were only a temporary solution while waiting for the construction of Long Thanh Airport in the southern province of Dong Nai. The project is expected to begin in 2011 and its first phase is expected to be completed by 2015.

Over the next few years, the national flag carrier, Vietnam Airlines and Jetstar Pacific Airlines plan to increase their fleets to over 100 aircraft. These companies and hundreds of other overseas airlines face major problems due to the country's limited aviation capacity. Two private airlines, Air Mekong and Blue Sky, are also set to join the domestic air market.

In 2009, Viet Nam's airports handled over 26 million passengers and 445,800 tonnes of cargo, a four-fold increase on 2000.

In the first seven months of this year, air passenger numbers rose 33 per cent over last year to 12 million, and this figure is forecast to increase by 35-40 per cent this year alone.

Lai Xuan Thanh, deputy head of CAAV, said that his agency was working with carriers to formulate five and ten-year development strategies to install extra aircraft bays.

Forty-five domestic and foreign airlines are currently operating on 55 international air routes to and from Viet Nam. Vietnam Airlines and Jetstar Pacific also service 40 routes nationwide. — VNS

Foreign partners sought for Hue airport upgradeVietnam is looking for partnerships with foreign investors to develop Phu Bai Airport in the central province of Thua Thien-Hue into an international one that can serve five million passengers in 2020.

Deputy Prime Minister Hoang Trung Hai has asked the Ministry of Transport to work with concerned agencies and create plans for such a partnership.

Prime Minister Nguyen Tan Dung had in July last year approved a plan to upgrade the airport so that it can meet international standards and receive large aircraft. It can only serve 500,000 passengers a year at present. 

Last month the provincial administration requested the government’s consent for attracting foreign investment to upgrade the airport.

State-run Middle Airports Corporation, which manages Phu Bai and six other airports in the central coastal and highlands region, said it had signed a Memorandum of Understanding with Singapore's Changi Airport International in 2008 to form a joint venture for the upgrade project.

Both sides, however, have failed to agree on many key issues, including partnership benefits and management.

In Document 5217/VPCP-KTN, Deputy Prime Minister Hoang Trung Hai ordered the ministry to work with relevant agencies over completion of such a joint venture plan and submit it to the Prime Minister in response to a recent proposal by the Thua Thien-Hue People’s Committee.

Last month, the province wrote to Prime Minister Nguyen Tan Dung, asking him to urge the ministry to finalize the joint venture plan for the 527-hectare airport in the central region.

The province said Middle Airport Corp. had held several rounds of talks with Singapore’s Changi Airports International Pte. Ltd. (CAI) for establishing a joint venture to build Phu Bai into a modern international airport.

The Singaporean airport investment firm was the first foreign investor interested in Phu Bai Airport development and has signed a memorandum of understanding with the Middle Airports Authority of Vietnam in Hanoi in February 2008.

CAI executives had told the Daily after the MOU signing ceremony that the form of its investment in Phu Bai Airport would depend on further discussions with the Vietnamese side as well as studying the potential and operation of this airport.

In August last year, the Prime Minister approved in principle a joint venture of Vietnamese and foreign investors to develop Phu Bai Airport, with the Vietnamese side holding a controlling stake.

The transport ministry was told to collaborate with related agencies and Thua Thien-Hue Province to map out plans to set up the joint venture for submission to the Prime Minister before negotiations with the foreign partner.

The order came after the Prime Minister passed a master plan to upgrade Phu Bai Airport between now and 2020, with a vision towards 2030, at a total investment cost of VND12.5 trillion (around US$642 million).

The master plan envisages capital will come from different sources to develop Phu Bai into an international airport able to receive modern aircraft including Airbus A320s, A321s, Boeing B767s and B777-200 LRs.

The airport is expected to handle five million passengers a year in 2020 compared to over 500,000 passengers as currently, and nine million passengers in 2030. The annual cargo volume will reach 100,000 tons in 2020 and 200,000 tons in 2030.

The airport will have parking plots for more than 20 and 43 aircraft in those years respectively. The plan also outlines expansion of the current runway in the next decade before a second runway will be built, possibly after 2030.
