Tunnel connects under Saigon River

HCMC chairman Le Hoang Quan grants badges to 34 persons with outstanding contributions to the project
HCMC – HCMC on Tuesday held a ceremony to mark the successful linkage of all the four elements of the Thu Thiem Tunnel that crosses beneath the Saigon River.

Luong Minh Phuc, director of the HCMC East-West Highway and Water Environment Project Management Unit, said installation of traffic control and safety devices inside the tunnel would be completed by next March. The highway, including the tunnel, will be inaugurated in the second quarter of 2011.

The HCMC government has established the Thu Thiem Tunnel management board to operate the project after the whole East-West Highway is fully opened to traffic. 

The tunnel, which links the city’s commercial district and Thu Thiem Peninsula, is the most important work of the highway project. It is about 1.4 kilometers long and 33 meters wide.

The six-lane tunnel will allow a maximum speed of 60 kilometers an hour and help relieve traffic congestion.

Sai Gon River tunnel nears completion

HCM CITY — A delegation of HCM City leaders yesterday walked into the Thu Thiem Tunnel beneath the Sai Gon River from the District 1 side to meet up with veterans and other representatives of Districts 2 and 9 entering from the other bank.

Le Thanh Hai, Party Committee Secretary of the city, and Le Hoang Quan, chairman of the People's Committee, were accompanied by contractors of the East – West Highway for a ceremony to mark the completion of the tunnel.

The ceremony, held on both sides of the river was broadcast live on HCM City Television.

According to the contractors, 95 per cent of the work is complete. However, while the main work has been completed, other systems like water supply, lighting, fire prevention, ventilation, and others have yet to start.

Quan expressed thanks to all relevant agencies that helped do the project and the residents who were relocated for finishing it soon.

Luong Minh Phuc, head of the HCM City Urban Transport Development Management Board, said the tunnel will help ease congestion in the city and provide the shortest route from downtown to Thu Thiem.

Towing and installing the tunnel's four 110,000-tonne sections were a new and big challenge for the Vietnamese workers.

The construction provided an opportunity for Viet Nam to acquire technologies from international experts, he said, hailing the successful construction.

The city leaders conferred badges on 35 people, including seven Japanese, for their contribution to the project's success.

Vital statistics

It is the longest tunnel in Southeast Asia with the length of 1.49km and is part of the East – West Highway running 22km across the city.

Work on the tunnel began in February 2005 and will be open to traffic along with the highway in the second quarter of next year.

It can withstand earthquakes measuring six on the Richter scale and has a life span of 100 years.

It will carry 45,000 automobiles and 15,000 motorbikes every day, allowing the vehicles to travel at 60km per hour.

It is expected to speed up the development of the proposed Thu Thiem New Urban Area in District 2. — VNS

Tunnel nears completion

HCM CITY — More than 80 per cent of the construction work on the Thu Thiem Tunnel has been finished, according to Luong Minh Phuc, head of the East – West Highway and Water Environment Project Management Board.

Phuc informed city leaders about the project progress as they visited the construction site on Sunday.

On the same day, Japanese contractor Obayashi completed pouring the concrete in the final section to connect it to District 1 side.

In order to complete the project as scheduled, hundreds of workers have worked around the clock on the ground and dozens of metres under the bed of Sai Gon River.

The project management board arranged staff to work in three shifts.

Each shift, with at least 300 workers and engineers, has worked to finish the tunnel every day, including weekends and holidays.

A representative of Obayashi said during the visit of the deputy chairman of HCM City People's Committee, Nguyen Thanh Tai, that the tunnel was not only significant to the city's people but to the relationship between Viet Nam and Japan.

The contractor is waiting for the concrete to dry to take off the scaffolding and begin the bidding package No 3, the electromechanical installation. The task is expected to be completed in six months.

According to the contractor, when completed, all systems, including water supply, lighting, fire prevention, ventilation vehicle-count and others, will meet international standards.

The tunnel is the longest in Southeast Asia with a total length of 1,490m.

It can withstand a six-point Richter-scale earthquake and has a 100-year lifespan. It is designed to transport 45,000 automobiles and 15,000 motorcycles every day.

The tunnel is part of the East – West Highway and Water Environment Project. The contractor said it would be open to traffic in early March 2011. The entire East – West Highway will open three months later. — VNS

Thu Thiem tunnel gets link-up

The East-West Highway Project Management Board (EWHPMB) and Japanese
contractor Obayashi on September 4 poured final concrete to link up the
Thu Thiem tunnel, the first immersed tunnel in Southeast Asia.


According to EWHPMB Director Luong Minh Phuc, to date, 80 percent of
workload on the tunnel, which is built across Saigon River in Ho
Chi Minh City , has been completed.


In order to
ensure the inauguration of the tunnel on schedule, the management board
and the contractor are arranging three shifts a day with 300 engineers
and workers each, Phuc said.


He added that the
third package of the project, the mechanics-electricity package, will
begin after concrete blocks get stabilized. The package includes
installing water supply, lighting, firefighting, ventilation, air
pollution measurement and vehicle counting systems with international
standards. The package is estimated to take six months.


The Thu Thiem tunnel, which is about 1,490m in length, 33m in width
and 9m in height, with six lanes, is scheduled for technical test runs
in March next year.


The whole East-West Highway , including the Thu Thiem tunnel, is expected to open to traffic in June 2011.


Once operational, the tunnel can accommodate around 45,000 automobiles and 15,000 motorbikes each day./.

Provincial gateways to ease traffic flow

HCM CITY — HCM City's gateways to provinces in Cuu Long (Mekong) Delta as well as the central and northern regions are being expanded and upgraded to ease traffic jams and adapt to the needs of the Southern Key Economic Zone.

Since early this month, vehicles using the Sai Gon Bridge to access the Ha Noi Highway have enjoyed smoother traffic flow on the eight-lane highway.

At the Cat Lai T-junction (Ha Noi Highway – Inter-provincial Highway 25B), vehicles have been able to avoid traffic jams by using two branches of the Cat Lai flyover.

Vuong Hoang Thanh, deputy director of the management board for the East-West Highway Project as well as the HCM City Environmental Sanitation Project, said a stretch of the inter-provincial highway 25B (from Giong Oâng To Bridge to Cat Lai Traffic Intersection) had been expanded to 10 lanes, easing traffic flow to and from the Cat Lai Port.

According to Vu Kien Thiet, director of the Urban Transportation Management Unit No2, project investor for the Rach Chiec Bridge, two four-lane streets bypassing it will be finished by the end of this year.

The company would then construct the new 10-land, 48m-wide Rach Chiec Bridge, Thiet said.

Nearby, a new Suoi Cai Bridge will be constructed with 10 lanes.

The stretch of Ha Noi Highway that runs from the Rach Chiec Bridge to the Binh Thai Intersection has been expanded to 12 lanes.

The highway has been also enlarged into 10 lanes at the stretch that runs between the Binh Thai and Thu Duc intersections.

Duong Quang Chau, deputy investment director of the HCM City Infrastructure Investment JSC (CII), said the project expanding Ha Noi Highway from 4-6 lanes to 14-18 lanes was expected to be completed by the end of 2012.

The Ha Noi Highway has become a huge construction site with the Thu Duc Traffic Intersection project, Binh Thai Traffic Intersection project (both having flyovers across the Ha Noi Highway), and the Rach Chiec Bridge (District 9).

Besides, the Sai Gon 2 Bridge will soon be constructed parallel to the recently renovated Sai Gon Bridge.

Towards the Delta

Since last Tet (lunar New Year), the HCM City – Trung Luong Highway, has shortened trips to Cuu Long (Mekong) Delta provinces by an hour, and there has been a marked reduction in traffic accidents and jams on Highway No1A (which runs from Binh Chanh District to Long An City).

According to Do Ngoc Dung, deputy general director of the My Thuan Project Management Unit, trips to the Cuu Long (Mekong) Delta will be even faster when the 2.2km and six-lane road connecting Nguyen Van Linh Boulevard and HCM City – Trung Luong Highway finish.

The new road is estimated to shorten the trip by 8km.

It now takes about 20 minutes to go from Ben Thanh Market along Pho Duc Chinh Street and the East-West Highway to get to National Highway No1A (Binh Chanh District).

The National Highway No1A has become "clearer" since the East-West Highway opened flyovers for cars and pedestrians.

The My Thuan Project Management Unit is considering building a road that connects East-West Highway and HCM City – Trung Luong Highway.

When finish, it will take 30 minutes for vehicles from District 2 through Thu Thiem Tunnel and East-West Highway to get to HCM City – Trung Luong Highway.

Bus-drivers say passengers are now happier on the Truong Chinh Street-An Suong Flyover – National Highway 22 route to Cu Chi District and Tay Ninh Province.

Ever since a stretch of the Truong Chinh Street has been expanded to ten lanes, bus trips have become far more punctual.

However, the route still faces overloading and will be expanded further, says Nguyen Hong Ninh, director of Viet Nam Urban and Industrial Zone Development Investment Corporation (IDICO).

This gateway will be expaned in coming years by constructing a four-lane flyover on National Highway No1A from Thu Duc District to the An Suong Intersection, and from An Suong Intersection along National Highway No22 to the Cu Chi flyover. The total cost of these constructions is estimated at VND19 trillion.

Meanwhile, Nam Ky Khoi Nghia (District 3) and Nguyen Van Troi (Phu Nhuan and Tan Binh Districts) streets have been expanded into six lanes, considerably easing traffic flow.

The expansion into six lanes of the Phan Dinh Giot Street which connects Nguyen Van Troi and Truong Son streets is underway.

Once the expansion is completed by the end of this year, traffic to the Tan Son Nhat Airport will become much smoother, experts say.

Construction of the Tan Son Nhi – Binh Loi route, which began in June 2008, is set for completion in 2012.

Residents of provinces located to the east of HCM City like Dong Nai and Ba Ria Vung Tau will then be able to reach the Tan Son Nhat Airport using this route, considerably easing traffic congestion concerns for about 15 million passengers every year. — VNS

CC1 fined VND222 mill. for construction violations

HCMC – HCMC authorities have just imposed an administrative fine of VND222 million on Construction Corporation No. 1 (CC1) for breaching construction rules in a road project linking Thu Thiem Bridge and the East-West Highway.

CC1 as the main contractor of the road project was fined for multiple violations such as using unqualified steel components in construction, employing unqualified supervisors, and failing to buy insurance for its five consultancy packages among others, according to a decision issued by the city government.

Besides heavy fines on CC1, the city government has also asked the corporation to promptly repair its violations in accordance with the construction regulations for ensuring the road quality.

Early this week, the Ministry of Transport also announced the administrative penalty decision on CC1.

The road linking Thu Thiem Bridge and the East-West Highway stretches 900 meters with a width of 25 meters. Construction on the project started early this year and has neared completion by now.

However, vehicles could hardly travel through the linking road because the construction of a road section on the East-West Highway has not yet been finished, according to an official of the city’s Department of Transport.
